BUENOS AIRES (Dow Jones)--Argentina's fledgling state-run energy company, Energia Argentina S.A., or Enarsa, reported it generated zero income during its first year of operations, leading to an operating loss of ARS1.6 million ($526,000).

The company also reported a net current inflow of ARS208,129 and a net capital inflow of ARS92,631 during 2005, according to a resolution published in Wednesday's Official Bulletin.

President Nestor Kirchner, who took office in May 2003, initially proposed the creation of Enarsa as a "witness company" in future energy projects. Enarsa's charter, approved by Congress in late 2004, gives the company exclusive rights to all offshore projects not under contract before its creation.

Enarsa began operating early last year. The chairman of Spanish energy company Repsol YPF (REP), Antonio Brufau, told reporters in Buenos Aires in June that "our main interest is to collaborate with Enarsa to see if we can find success and explore in Argentine waters."

In October, Brazil's state-run oil firm, Petroleo Brasileiro SA (PBR), or Petrobras, said it signed a memorandum of understanding with Enarsa to start talks about future joint exploration of offshore areas in Argentina, as well as offshore and onshore areas in other nations in South America's Southern Cone.

But by setting de-facto domestic price controls and levying heavy taxes on oil exports, Kirchner's administration has alienated most other foreign oil and gas companies operating in Argentina. The antibusiness climate has led some observers to question just how quickly Petrobras and Repsol will move ahead with their Enarsa projects.

Enarsa employs some two dozen people, who generally avoid contact with the media and use private email accounts since the fledgling company has yet to establish its own e-mail system. Officials from the company were not available Thursday for further comment about the company's 2005 performance or future plans.
